Developed at the request of Judge Andy Devine. This program trained volunteers for every abused and neglected child in the Welfare System and advocated for the children in court. The Junior League of Toledo developed the training manual for a four week training course and carefully recruited volunteers. CASA volunteers had the full spectrum of court services available to them: psychiatric and psychological staff work ups, access to pertinent records, and access to an attorney for consultation.
