The Junior League of Toledo designed, implemented, and maintained four Citizen Review Boards. As an arm of the court, the Board reviewed the permanency plans for all children in the care or custody of a public or private agency in Lucas County. Cases reviewed were those of neglected, dependent, and abused children. Volunteers were trained in foster care, state and federal regulations, and an order to do the review of each child’s case. This system has been used as a model in other states.
